Public Hospital Administrators’ Association – Chairman’s Message

On behalf of the Executive Committee, I extend my heartfelt gratitude to each of you for your presence at the 2025 Annual General Meeting of the Public Hospital Administrators’ Association (PHAA). Your unwavering support and dedication to the Association’s mission are truly valued and deeply appreciated.

This year, we were honored to welcome Ir. Lok Him TSE, Chief Engineer from the Electrical and Mechanical Services Department (EMSD), as our distinguished guest speaker. His enlightening presentation on The Development, Challenges, and Opportunities for Collaboration with the Hospital Authority (HA) provided invaluable insights and sparked meaningful discussions.

As an Association, we remain steadfast in our commitment to fostering collaboration with dedicated professionals who share our vision. Our goal is to provide valuable insights and collectively organize initiatives that promote unity, facilitate knowledge-sharing, and enrich the collective expertise of hospital administrators from diverse backgrounds.

Looking ahead, the Association is planning more activities aimed at keeping our members informed of the latest developments and trends in healthcare. These initiatives will also promote innovation, broaden perspectives, and further advance the diversification of service development across the healthcare sector.

The Chief Executive’s 2024 Policy Address outlined significant reforms to the healthcare system that will transform the Hospital Authority, the Department of Health, and the Primary Healthcare Commission. Additionally, the Public Healthcare Fees and Charges Reform, announced on 25 March 2025, will come into effect on 1 January 2026. While these reforms present challenges, they also open doors to new opportunities. As professionals, it is imperative that we uphold the highest standards, approach these changes with resilience and optimism, and refine our strategies to ensure the successful implementation of these critical reforms.

I am delighted to share that, since our last Annual General Meeting, we have welcomed 14 new members to the PHAA, bringing our total membership to an impressive 323 members today.

Lastly, I would like to express my sincere gratitude to the Executive Committee for their tireless dedication and contributions to the Association’s success. Building on our past achievements, the new Executive Committee will continue to advance the professionalism of the PHAA and further elevate the recognition of hospital administrators throughout the industry.

I wish you all good health, continued success, and fulfillment in all your endeavors. Together, let us propel the PHAA to new heights.
